Actualy, I think those people who have to know, are PAC people who will not give him a dime, unless they know that he is running for reelection.
Randy Kuhl only has 25 days left until this reporting period is over. If he doesn't raise any money, don't be shocked if you start to hear rumblings of him getting an opponent in the GOP primary.
Maybe this is why he needs his announcement, so people will give him $$ at this event.

I think you're right that he needs to announce so PACs will take him seriously, because they were burned by the late retirements of Walsh and others.
As for a primary opponent, rumors are flying, but whoever came out of a primary would probably end up with even less $$ than Kuhl to face Massa in the general. It's just a bad situation for him, as it is for other Republicans. If it was going to be easy this cycle, we wouldn't have seen as many retirements.

Thats where a self-funding Republican candidate would come in. Bill Nojay and Geoff Rosenberger did self-fund their races last time; but pulled out.
But they aren't from the Southern Tier where a Republican primary vote is weighted. A self-funded Republican from the Southern Tier could knock out Kuhl, making the arguement to the people;
"NY is going to lose 2 seats in 2012, and they will both be from upstate. If someone has to be saved its not going to be Kuhl, who barely hangs on in a safe GOP seat, and has lots of baggage. Elect me, who will be here after 2012 etc,"

with the right media play, i think a self-financed candidate from monroe could carry that area and presumably ontario and maybe chemung counties. remember--had mark assini had the dollars, that original primary might have gone a different direction.
