As has been said before here, it wasn't a grant, it was a loan guarantee from USDA, and Randy had nothing to do with it other than to help announce it as is customary for a federal action... this is kind of a dumb ad for that reason.

I don't think much of the ad, either, btw, though Randy certainly was happy enough to take credit for the loan, so presumably he thought it was a good idea. The press release isn't on his site, but he still has this picture:
